Constitution and Mission Statement of the
Champlin Park Band Association
We, the
Champlin Park Band Association, Inc., are an open organization whose purpose is to promote and support the band program, its staff, sudents, and parents.

- We support this program both financially and with our own time and talents.
- We work to foster responsibility, pride, and good sportsmanship in our students and in ourselves.
- We encourage excellence in musicianship.
- We encourage and nurture the social growth and friendships of both students and parents.
BY-LAWS
ARTICLE I — NAME
We are known as the Champlin Park Band Association, Inc., hearafter referred to as the Association.
ARTICLE II — MEMBERSHIP
Membership is open to all parents/guardians of Champlin Park band students.
ARTICLE III — EXECUTIVE BOARD
Sec. 1: The main governing body of the Association is the Executive Board.
Sec. 2: The Executive Board is comprised of the Band Director(s) and the following officers: Presisent, Vice President, Past President, Secretary, and Treasurer.
Sec. 3: With the exception of the Past President, officers are elected from the General Membership and have a student in the band while serving in office.
ARTICLE IV — BOARD OF DIRECTORS
Sec. 1: The Board of Directors is comprised of the Executive Board and committee chairs.
Sec. 2: The committee chairs are elected from the members of their respective committee, and must have a student in the Band while serving in office.
ARTICLE V — ELECTIONS
Sec. 1: Term of the office for all officers and committee charis is one year in length, starting February 1 and ending January 31 of the following year, or until a successor is found; with the exception of the Vice-President who becomes President the second year and Past President the third year.
Sec. 2: Nominations for all officers can be made from any person at the General Membership meeting in September. Persons nominated must accept the nomination for it to be considered at the election. Elections occur at the General Membership meeting in October.
Sec. 3: Vacant officer positions shall be nominated at a General Membership meeting and voted on and filled by a simple majority of all members present at the following General Membership meeting.
Sec. 4: Committee chairs are selected by the membership of their individual committees, and must be approved by the Executive Board.
ARTICLE VI — DUTIES
Sec. 1: The President presides over all Board of Directors meetings and all General Membership meetings and shall be an ex-officio member of all standing committees.
Sec. 2: The Vice President acs as assistant to the President, assuming his/her duties when it becomes necessary or assisting on committees when necessary.
Sec. 3: The Secretary records minutes of all Board of Directors meetings and all General Membership meetings, and have them in a printed format for review at the following meeting.
Sec. 4: The Treasurer receives all monies, pays all bills, keeps an accurate accounting of all funds belonging to the students and the Association, and provides a balance statement at each general meeting.
Sec. 5: The Past President serves in an advisory capacity.
Sec. 6: General Membership meetings are held once each month.
Sec. 7: The Board of Directors conducts all business necessary between General Membership meetings. The Board meets monthly for this purpose (time and place to be identified no less than one week prior to the meeting).
Sec. 8: Each Committee chair/co-chair shall create and/or maintain a manual of the responsibilities and duties of their committee, act as coordinator for their respective committee, and present reports (as needed) to the Vice President.
ARTICLE VII — GOVERNMENT
Robert's Rules of Order, Fourth Edition, with revisions by the Constitution Society, shall govern the Association in all cases where applicable.
ARTICLE VIII — AMENDMENTS
Adoption of new or amendments to existing by-laws shall be proposed at a General Membership meeting and passed by a 2/3 majority of voting members present at the next General Membership meeting.
ARTICLE IX — BUDGETS
Sec. 1: The Association budget year runs from May 1 to April 30.
Sec. 2: The Director will submit the budget request to the Executive Board by February 1. At such time as when the Executive Board agrees upon the budget, it will be presented to the Association at the March General Membership meeting. The budget is voted on at the April General Membership meeting.
Sec. 3: Those monies remaining in student accounts upon graduation from CPHS (if account is not rolled over to a family member) get rolled to the general fund.
ARTICLE X — SCHOLARSHIPS
Sec. 1: The Association contributes annually to the CPHS Community Scholarship Program, providing scholarships to two graduating seniors who have participated in a CPHS band program. The contribution is needed by the 1st of April and presentation of the scholarships is in mid-May.
ARTICLE XI — EXPENSES, REIMBURSEMENT & SALES
Sec. 1: The Association reimburses selected expenses incurred in the process of serving the objectives of the Association.
Sec. 2: Reimbursement for a non-budgeted expense requires prior approval of the Board. Expenses exceeding $500 must be approved by the General Membership.
Sec. 3: All items sold by the Association must be sold for the published price.
ARTICLE XII — PAYMENT OF STUDENT FEES
Sec. 1: All student fees are payable only by check or money order. Cash is not acceptable. This is necessary to protect both the student and the band association as it provides a paper trail and proper accounting. For payments made by money order, a receipt will be provided.
Sec. 2: At or prior to the start of each season or event, those students interested in participating will receive a document stating the fees payable for that season or event. This may include fees payable to the school (CPHS) and to the band association (CPBA). This form is not valid unless signed by both the student and at least one parent or guardian, and constitutes an agreement to pay the listed fees. A completed form is required for participation in the season or event.
Sec. 3: For years where band trips are scheduled, students may apply for CPBA-funded scholarships to help cover a portion of the cost of the trip. Scholarships are granted only on a financial needs basis, and are limited to a maximum of half the cost of the trip for that student. Application for a scholarship does not mean that a student will receive funding. Determination of available funds is made by the CPBA, and eligibility for a scholarship and allocation of available scholarship funds is made by the director of the associated group.
Sec. 4: All participation fees for a season are expected to be paid, in full, before or during one of the assigned forms and fees sessions for that season, but not later than before the first full rehearsal of that group. If a due date for fees is specified by the director of a group that is later than the first rehearsal, that is the last acceptable date for payment, however, this date must precede any scheduled public performance.
Sec. 5: For those families unable to pay the participation fees for a season by the time required per Section 4, it may be possible to pay these fees in equal monthly installments throughout that season. Determination of eligibility for monthly payments is at the discretion of the director, and only following a meeting between at least one parent/guardian of the student and the director to determine eligibility. The first payment is due per the same schedule as detailed in Section 4, with following payments due on or before the first calendar day of each month.
Sec. 6: When paying participation fees in installments, payments are in equal amounts totaling to the required fee for that season. If the season, from first rehearsal to final performance, spans two months, there will be two payments due. If the season spans four months, then the total fee may be split across four equal payments. No interest is assessed or payable as part of this schedule.
Sec. 7: Any scheduled payment that is more than two weeks late will result in a notice sent home with the student as a reminder. If this account remains in arrears for another week, the parents will be contacted either by a CPBA officer or by a director of the respective group.
Sec. 8: If a student account is over a month delinquent, that student may, at the discretion of the director, be allowed to continue participation in rehearsals but is forbidden from performance in exhibition or competition until their account is back in good standing.
Sec. 9: Due to their larger size, fees for trips are normally scheduled over a series of payments. Since not all students that participate in a season are required or able to participate in a trip, these fees and any associated commitments are handled separately from the seasonal or event participation fees. Similar to participation in a season, any student who wishes to participate in a trip will receive a notice of the costs or fees for that trip. This form is not valid unless signed by both the student and at least one parent or guardian, and constitutes an agreement to pay the listed fees.
Sec. 10: Fees paid for any season are refundable if the student elects to terminate participation within ten (10) days of the first scheduled rehearsal. Fees for trips are refundable only if a contract has not yet been signed for transportation or loging for that trip.
